Hyundai Engineering & Construction, the contractor, proposed a method of wrapping thick steel plates around the entire outer wall of the pillars with omitted rebar and welding them. The Seoul Metropolitan Government stated that there would be no structural safety issues if this reinforcement method were applied. However, the Ministry of Land, Infrastructure and Transport maintains that it will only permit the resumption of reinforcement work after thorough verification by a credible external agency is completed.
