What exactly is KICE? What are its hidden roles?

Many people think of KICE as just the ‘CSAT test-setting institution.’ Of course, CSAT test setting is its most representative role. However, KICE actually plays a much broader role in researching and developing curricula and educational evaluations for schools below the university level.
In my opinion, it’s not just a place that creates tests, but a core institution that draws the big picture of Korean education and contributes to improving its quality.

• Curriculum Research and Development: It creates and researches the broad framework of elementary, middle, and high school curricula.
• Teaching and Learning Materials Development: It also creates and distributes materials and programs for teachers to use in class.
• Textbook Review and Approval: It plays an important role in reviewing textbooks created by publishers to ensure they can be used in schools.

It really does a lot, doesn’t it? It’s a government-funded research institute located in Jincheon, Chungcheongbuk-do, and has been consistently working for educational development since its establishment in 1998.

2027 CSAT, No More ‘Fire CSAT’?

Honestly, students suffered a lot because of last year’s CSAT. Perhaps that’s why KICE showed a strong commitment to ‘appropriate difficulty’ this year. According to the ‘2027 CSAT Implementation Basic Plan’ announced on March 31, 2026, the CSAT to be held on November 19 will be designed at a level that students who have sufficiently studied within public education can solve.
There are a few notable points:

• EBS Linkage Rate Maintained: The linkage rate with EBS textbooks and lectures will be maintained at the existing 50% level, but the perceived linkage will be increased through indirect linkage methods. This means using charts, images, and passages from the textbooks to make the connection felt.
• English Learning Guide Released: Perhaps conscious of the past ‘Fire English’ controversy, an official learning guide for the 2027 CSAT English section was released. It emphasized the logical flow of the entire passage and comprehensive thinking skills rather than simple memorization.
• Two Mock Exams: To give students an opportunity to adapt to the CSAT, two mock exams are scheduled for June 4 and September 2.

These points show that KICE is making a lot of effort to reduce the burden on students. I hope these efforts lead to a stable difficulty level in the actual CSAT.

Full Implementation in 2025! High School Credit System, KICE Helps?

As much as the CSAT, the ‘High School Credit System’ is a hot topic in education these days. It’s set to be fully implemented from 2025, and I hear there are many concerns in schools. However, KICE recently made an important announcement to help the high school credit system take root.
They unveiled models and training programs to enhance teachers’ career and academic planning guidance capabilities.

• This content aims to strengthen the capabilities teachers need to guide students in choosing various subjects and help them design their academic paths in connection with their careers.
• Through these programs, they aim to support teachers in playing a more professional role in the new educational environment of the high school credit system.

Honestly, teachers’ roles are really important for the success of the high school credit system. I personally felt very reassured that KICE is paying attention to these aspects.
